This is another common question we are asked in the Security industry regarding mega pixel cameras.

The basic question that needs to be answered is how many frames per second (FPS) do I require to capture the information I am looking for?

Unfortunately there is no fool-proof answer. Generally speaking, Broadcast professional video production (real-time) has been broken down into these major components:

NTSC Broadcast (US) - 30 FPS

PAL Broadcast (EU) - 25 FPS

Motion Picture Industry (Cinema/DVD) - 24 FPS

HDTV Broadcast - 22 FPS

Scientifically, the human eye detects real-time motion at 15 FPS

So does that mean that I have to record my video in 'real-time' in order to capture the information I am looking for?

That depends on the speed of your scene. The faster your scene moves, the more frames per second are required to capture the details. The slower your scene... the fewer.

The current 'accepted rule of thumb' is that you need at least 4 FPS to insure that you do not drop any frames that might be necessary to capture the information that you are looking for.

But... FPS is in the 'eye of the beholder'. With mega pixel resolutions, customers find that they are getting quite a bit more details per frame and no longer require as many frames to accomplish the same task.
